<actual point> The Secretary of State of any state under the Constitution of the United States, to which they have a sworn duty to uphold and defend, has what oversight of power over elections? NONE! That's right they have NO Authority. So their Opinion, Rule, Writings, Musing and Wish is IRRELIVANT to the Laws of the State and the USA. The only government authority granted to exercise any governmental activity regarding the overriding plenary authority of the people with respect to their vote is the state houses such as the state senate and assembly which granted the power by the electorate(people). Any malpractice that interferes with the electorates voting capability is in serious breach of trust and is usurpation of power that has resulted in very ugly thins in the past.
